  • Support capture planning efforts by helping to formulate a sound win strategy
  • Perform a realistic competitive assessment
  • Formulate and implement a proposal strategy, including themes and discriminators, to ensure a sound approach that is fully responsive to the customer’s RFP requirements
  • Provide leadership to proposal team and participate in strategic reviews
  • Coordinate with program development personnel to ascertain requirements and establish priorities, coordinate strategic meetings, and draft development phase
  • Participate in proposal improvement programs and advise management
  • Work with authors to ensure responses highlight discriminators and emphasize winning approach

Capture Manager

  • Assist in capturing and winning new business by employing a disciplined capture and analysis process that determines if the new business opportunity fits in with long-term corporate goals, has the potential for growth, and can yield an acceptable profit - factoring in the cost to bid, the cost to manage, and the length of the contract
  • During the Capture Phase, work closely with client to begin positioning for the procurement
  • Identify likely competition, client strengths and weaknesses, and incorporate the findings into a plan that mitigates weaknesses and showcases strengths. This includes identifying potential teammates, subcontractors, vendors, technologies, and technical and management approaches

Proposal Manager

  • Knowledgeable about the federal proposal process and is hands-on in the development of solution frameworks as well as proposal content and graphics concepts
  • Develop proposal outline, which will be used as a key document for compliance and configuration management, generate schedules, volume plans, outlines and themes
  • Analyze the solicitation, ascertain proposal requirements and proposal evaluation criteria to allocate requirements against the proposal outline to ensure compliance
  • Estimate proposal staffing requirements
  • Work with client to adapt proposal processes
  • Interface with client’s senior managers as necessary
  • Provide day-to-day oversight, conduct status meetings, and resolve issues related to personnel, management, technical, cost and other relevant topics
  • Ensure proposal is fully compliant and submitted on schedule to the Customer

Deputy Proposal Manager

  • Assist proposal manager in day-to-day activities
  • Provide the necessary leadership to ensure the proposal is fully responsive to the acquisition requirements and is prepared in a way that communicates a winning solution
  • May stand-in for proposal manager as necessary and demonstrates strong leadership and management skills

Volume Manager

  • Work closely with the proposal manager to prepare volume outline and compliance matrix
  • Determine page allocations and collaborate with section authors
  • Possess expertise in leading technical, management, past performance, résumés or cost volumes
  • Supervise authors to ensure sections are compliant and illustrate an understanding of the requirements
  • Review in-process products and provide recommendations to continually improve them
  • Develop detailed schedules for the development of the content of the volume, in conjunction with the overall proposal schedule
